This is a verse by verse teaching of Habakkuk 1:5-17. The apostle Paul quoted from Habakkuk 1:5 in the book of Acts (13:41) when he was preaching in a synagogue in Pisidian Antioch. The Jews had rejected his message, thus fulfilling the word first given by God to Habakkuk. The prophet was looking at his own problem and not what God was doing among the nations. God was at work despite what Habakkuk appeared to see with his natural eyes. The Babylonians were a barbaric and pagan people, but they were God's instrument of judgment and correction for the people of Judah. Habakkuk had further questions. Why did a holy God use and unholy people? Why did God remain silent while the wicked devoured those more righteous than them? Why did God make men like fish that the Babylonians merely trapped in their net? Why did He allow them to "slay the nations without mercy?" God answers these questions in Chapter 2.
